Of Special Note
Last week with support from our members, LeadingAge Oregon had the opportunity to meet with our congressional delegates in Washington D.C. During the meetings, we emphasized the urgent need for higher reimbursement rates and greater workforce support for our providers - not barriers, or mandates that could further impede providers abilities to house and care for older adults. Furthermore, we urged our representatives to renew full funding for HUD supportive housing for the elderly and service coordinator grants while also expanding the Low-Income Housing Tax Credit program.
In total with our national and state partners, 225 LeadingAge members participated in visits with 156 offices of members of Congress from 32 states and the District of Columbia. This kind of robust member participation on Lobby Day is part of what keeps LeadingAge advocacy front and center with lawmakers and their staff members.

Legislative session at our state level remains in full swing. Bills must be scheduled for a work session in their new chamber by May 5th and the work session must be completed by May 19th. It expected that May 1st and 2nd will be set aside for all-day sessions in both the house and senate to address contentious bills. The official revenue forecast, which is yet to be released, will play a crucial role in shaping the budget outlook.
 
The Winding Down of Public Health Emergency
As we approach the May 11, 2023 expiration of the public health emergency (PHE), many questions remain unanswered. LeadingAge Oregon holds weekly meetings with the Oregon Health Authority (OHA) and we will share new information as it becomes available. While changes are anticipated, we recommend that you continue “business as usual” with the current COVID guidance and policies until further notice.
 
CDC will remove references to community transmission rates and community levels which will change the metrics used for source control such as masking. We expect but don’t have confirmation that COVID vaccine reporting requirements will shift from weekly to monthly. We are also hoping that the definition of an "outbreak" will be expanded beyond 1 case. Again for now, stay the course. OHA has confirmed that they will be holding office hours and webinars as these changes unfold, and we have requested that office hours be scheduled closely to any updated written information.
 
We encourage Nursing Home providers to listen to LeadingAge national’s 11 minute video to learn how the end of the PHE will impact waivers, interim final rules, vaccines, testing, and treatments.

Yesterday during the community based care news hour, ODHS reviewed the top 10 citations issued in the first quarter by the licensing unit; and since last July by the complaint unit.

HUD Posts NSPIRE Scoring Calculator
After recently announcing proposed new scoring methodology for housing inspections through NSPIRE, HUD has issued an NSPIRE scoring calculator. The NSPIRE Score Calculator helps housing providers estimate a potential NSPIRE score. This score only provides an estimate of the actual score generated by a property inspection, but is intended to help housing providers better understand the proposed new scoring approach. HUD developed an instructional video available here. HUD is still accepting comments on the proposed scoring Notice until April 27; full NSPIRE implementation will begin for Multifamily Housing providers on October 1, 2023.
