HB 2665 passed. This bill will require Oregon Health Authority to adopt rules to establish the maximum rates that a temporary staffing agency may charge to or receive from providers.
HB 2600 passed. This bill will ensure balanced representation in the Oregon State Board of Nursing Board of Directors and include representation from the long-term care sector.
SB 99 passed. This enacted a bill of rights for LGBTQIA2S+ older adult residents of Long Term and Community Based Care facilities. This bill prohibits specified actions based on resident's actual or perceived sexual orientation, gender identity, gender expression or human immunodeficiency virus status. PLEASE READ THIS BILL in its entirety. There are many details of this bill that can’t easily be summarized. One of the requirements of includes training facility staff must. LeadingAge Oregon will actively work toward providing this training to make it available to our members.
SB 229 passed. This bill updates terminology concerning reporting of serious adverse events.
SB 703 died. This bill would have required CNAs pass an examination developed by the National Council of State Boards of Nursing and had many implications that weren’t initially clear. I’d like to thank our membership for reaching out and sharing the repercussions this bill would have had. When we became aware of the concerns, the bill was very nearly passed, and we acted immediately and am pleased we were able to support the stopping of this bill. Effective July 1, 2023, The Oregon Department of Human Services (ODHS) has determined the Provider Assessment rate to be $34.02 per occupied bed day. See Rate Change Letter here.
Oregon State Board of Nursing (OSBN)
OSBN held a board meeting, and it appears they plan to move forward with changes to the Division 47 nurse delegation process. LeadingAge Oregon submitted testimony that the proposed rule changes to Division 47 were not ready as they are unclear, and the entirety of the rule was not reviewed in a Rules Advisory Committee.
In addition, the Board wants to move toward consolidating CNA1 and CNA2 certifications into just one CNA. These changes are moving forward despite a lot of opposition.
As the board continues to move ahead with their agenda, they are also in the final rounds of interviews for recruiting their new Executive Director.

National News
The House and Senate are back home for the July 4 recess until the week of July 10. Fiscal year 2024 (FY24) HUD appropriations action will step into high gear after the July 4 recess, when House and Senate appropriations committees are expected to vote on their respective HUD funding bills by the end of July. There is a great divide between how much the Transportation-HUD appropriations subcommittee received to write its FY24 bill in the House ($65 billion) and the Senate ($88 billion). Affordable housing stakeholders are urged to reach out to their representative and senators to protect and expand HUD funding in FY24. Here is LeadingAge’s action alert on FY24 HUD funding.
