Advocacy:  

The Senate is back! The Republican led walkout that began May 2 has ended as legislators negotiated and made deals on bills related to abortion and guns. Per constitutional Sine Die, the Legislature must finish all business by June 25th.  The extensive walkout has left more than 200 measures for the Senate’s consideration. Republicans have committed to waiving a Constitutional rule that requires all bills be read in full before a final vote. This will aid the Legislature in having at least the potential of finishing business by June 25, as required. The commitment to suspending the rules is being approved on a day-to-day basis instead of taking one vote to do so for the rest of session.

The return of the Senate is good news for state budgeting process and eliminates many scenarios and unknowns. On June 5, 2023 the Legislative Fiscal Office released its funding recommendations for the Oregon Department of Human Services.

The recommendation discusses Community Based Care provider rates. The proposal includes continuing the one-time rate increases provided in 2021-23, including a 10% wage add-on and a 5% COVID enhancement; and in the second year, effective July 1, 2024 provide a new 5% rate increase, for assisted living facilities, residential care facilities, memory care-endorsed facilities, and in-home agencies.

In meeting with state staff, we’ve learned the current proposal for Nursing Facility rates. The state staff’s current proposal is to drop the existing add-ons but increase the Basic, Complex, Ventilator and Bariatric rates by 13.89% - which at the basic rate would ultimately be a net increase of 4.29%.

Oregon State Plan on Aging:

The Oregon Department of Human Services (ODHS) is seeking public input by 6/26/23, on Oregon’s draft State Plan on Aging for 2023-2026. The State Plan on Aging shapes how older adults, people with disabilities, their families and other unpaid care providers are served. The draft State Plan and Summary can be found on State Unit on Aging webpage. A public hearing is scheduled for 11 a.m. on Monday, June 26, 2023. It’s worth noting the State Plan on aging is required by the Older Americans Act and is prescriptive in the mandatory criteria that must be addressed.

The Oregon Department of Human Services (ODHS) is launching a redesigned public website on the evening of June 27, 2023. You can watch a short video to preview the new site features here.

Action Alert on HUD Funding. On June 14, LeadingAge national urged aging services stakeholders to respond to an action alert to protect HUD funding in fiscal year 2024 (FY24). Also on June 14, the House Committee on Appropriations planned to vote on proposed FY24 subcommittee allocations, including for the Transportation-Housing and Urban Development (THUD) Subcommittee. The THUD subcommittee’s proposed FY24 allocation $65.2 billion, far less than the subcommittee’s allocations for FY23 ($87.3 billion). If provided such a dramatically reduced spending limit, the House THUD subcommittee would have an extremely difficult, if not impossible, job of writing an FY24 funding bill that does not harm current and future housing programs and subsidies. “House Committee on Appropriations Chair Kay Granger’s announced intention to limit overall spending …will drastically reduce funding for the House’s Department of Housing and Urban Development’s (HUD) appropriations bill – a move that will be devastating for older adults, especially those waiting for a home in affordable housing,” said LeadingAge president and CEO Katie Smith Sloan in a press statement. All aging services stakeholders are urged to respond to the action alert for HUD funding.
